  1. The Wagoner County Fair Board reserves the right to interpret these rules and regulations and to settle all questions arising in connection with the Wagoner County Fair.
  2. In no case will the Wagoner County Fair board be responsible for any accident, damage or loss of any property.
  3. Each junior exhibitor must be at least 8 years old and in the 3rd grade and enrolled as a Wagoner County 4-H member or FFA member. Exhibitors who have graduated from high school prior to the current calendar year or have reached their 19th birthday prior to the calendar year will not be eligible.
  4. ALL Exhibitors (Indoor or Outdoor) must be in good standing with Wagoner County OHCE or Wagoner County 4-H or local FFA Chapters, or be a resident of Wagoner County to be eligible to participate in the Wagoner County Fair.
  5. All exhibits should be labeled giving Exhibitors' name, address, phone number, email address, club name, and Exhibitor number. If exhibitor information is not entered correctly, the premium money will revert to Wagoner County Fair Board. (2023 had several incomplete forms and information that cost Wagoner County Clerk time and money to find said exhibitors!)
  6. All premium money not claimed within 90 days reverts back to the Wagoner County Fair Board.
  7. Each exhibitor may not enter more than 3 poultry, 3 rabbits, 4 market lambs, 3 market goats, 3 doe goats, 3 steers, 3 heifers, 3 dairy cattle, and 4 market swine. Each class must have 3 entries per class, or AOB. Only exception is poultry production and egg classes do not count toward poultry limitations.
  8. Ownership: can have pending papers but must be in CHILD'S name.
  9. Health papers must be made available to fair officials, as per state veterinarian.
  10. Livestock exhibitors must furnish their own feed and bedding to care for their animals. They must furnish their own water containers.
  11. Poultry and Rabbit exhibitors must furnish their own feed and bedding to care for their animals. They must furnish their own water containers.
  12. All exhibitors must use only wood shavings or wood chips.
  13. Criticizing or interfering with the judge or other exhibitors while in the show ring or other conduct detrimental to the show will not be permitted and will be subject to removal at the discretion of the Fair Board.
  14. All protests must be made in writing and accompanied by a deposit of $100 which will be forfeited if protest is not sustained. Said protest must be filed with the Fair Board within 5 hours after presentation of the award.
  15. All judges will be instructed not to award premiums unless the article is deemed worthy of first premium. The judge may award second or no premium according to their judgment (inside exhibitors only).
  16. Final determination of all classes will be at the discretion of the Fair Board.
  17. Exhibitors may wear clothing that is clean and comfortable. (Does not have to represent the 4-H or FFA) (No tanks, sleeveless shirts, or tattered jeans.) Shorts WILL be allowed this year (2024).
  18. Pen and stall areas MUST BE CLEANED PRIOR TO LEAVING or premiums are forfeited

General Health Regulations

Notice to Exhibitors

 

  • All health regulations will be strictly enforced, subject to inspection at any time.
  • All health documents must be originals, no pending, faxed or photocopies will be accepted.
  • All health documents must be current within 30 days.
  • All livestock must enter through the west driveway.
  • ***ONE TIME WEIGH IN (@Exhibitor's discretion) during Check-In for each Species.

 

Domesticated Poultry. Birds and Rabbits:

Domesticated poultry or birds, excluding waterfowl must be accompanied by an official health certificate, an NPJP test report or an NPIP official flock certificate and be negative to the pullorum typhoid test. Domestic rabbits must be accompanied by an official health certificate, or a veterinarian may be employed to make a total inspection of all rabbits entered, not at state's expense.

 

Cattle:

Must be accompanied by an official health certificate that indicates animals are free of external parasites, ringworm, warts and any infectious, contagious, or communicable disease. Health certificate must list individual identification such as tattoo or ear tag and complete description of livestock as to age, sex and breed. Original registration papers only at check in.

 

Swine:

Must be accompanied by an official health certificate that shows individual identification such as tattoo, ear notch, or ear tag, complete description of livestock as to age, sex, breed, and that they are free of external parasites, ringworm or warts, or any infectious, contagious or communicable disease. A State or Federal Premise Identification Number is required for all swine and must be listed. All Oklahoma swine must have a negative test for pseudorabies and brucellosis after June l, 2024 or originate from a Validated Brucellosis/Qualified Pseudorabies Free Herd and be exhibited by owners and/ or immediate family members. The swine health certificate must indicate the negative test results for both brucellosis and pseudorabies or indicate that animals are from Validated/Qualified Free Herds with the V/Q number and date of last herd test.

 

Sheep and Goats:

  1. Must be accompanied by an official health certificate that indicates animals are free of external parasites, fungal infections and any infectious, contagious or communicable disease. All sheep and goats must be individually identified with one of the following:
    USDA tag
  2. Scrapie Flock Certification Program Tag

Show Ring Code of Ethics

  1. Believing it is in the best interest of all breeders of all livestock to maintain a reputation of integrity and to continue to present a wholesome and progressive image in the show ring, the following list of practices are considered unacceptable in the presentation of livestock. The use of such practices or procedures is therefore considered a violation of the rules and regulations governing this show.
    Misrepresenting the age of the animal for the class in which it is shown.
  2. Treating or massaging any part of the body internally or externally with an irritant or counter-irritant or other substance to temporarily straighten a weak back or loin or to produce unnatural animation.
  3. Minimizing the effects of cramping by feeding or injecting drugs, depressants or applying packs or using any artificial contrivance or therapeutic treatment exempting normal exercise.
  4. Striking the animal to cause swelling.
  5. Surgery or any other procedure performed to change the natural process of growth maturation, contour, or appearance of any animal, to include teeth is prohibited. Not included is removal of teats or horns, clipping and dressing of hair and trimming of hooves.
  6. Insertion of foreign material under the skin.
  7. Any attempt to change natural color of an animal, either purebred or crossbred, by changing the color or adding false hair, fleece or skin at any point, spot, or area of the animal's body.
  8. The use of alcoholic beverages in the feed or administered as a drench is prohibited.
  9. The practice of artificial filling internally by use of a pump, drenching, syringes, or any other device is not allowed in the barn.
  10. Administration of a drug of any kind or description, internally or externally, prior to entering the show ring except for treating a recognized disease or injury and for tranquilizing bulls that may otherwise be dangerous or females in heat. To these rules, the term "legal drug" shall mean any substance, the sale, possession or use of which is controlled by license under federal, state or local laws or regulations and any substance commonly used by the medical or veterinary professions. The use of any chemical and/or compound that is not approved by the Food and Drug Administration for use in meat producing animals and the illegal use of approved chemicals and/or compounds are prohibited. All animals shall be subject to test for foreign substances that exceed the acceptable levels established by the United States Department of Agriculture, Food and Drug Administration or the Environmental Protection Agency. A positive test will result in disqualification, forfeiture of any premiums and/or awards and will exclude the exhibitor from future competition at the Wagoner County Fair. Any and all medications will be administered only by licensed veterinarians.
  11. Balancing the udder by an abnormal means including the use of a mechanical contrivance or the injection of fluid or drugs. Setting the teats and/ or occluding (sealing the ends)with a mechanical contrivance or with the use of a chemical preparation. Treating or massaging the udder or its attachments with an irritant or counterirritant. The use of common products such as fly spray, ointment or liniment in excess to the extent that it is irritating is included as an irritant unless required to reduce edema at the time of calving.
  12. Criticizing or interfering with the judge, other exhibitors breed representatives or show officials before, during or after the event may result in an individual or group being expelled, placed on probation, declared ineligible or barred from exhibiting at the event.

Any violation of rules and regulations specifically designed for the individual shows or the "show ring code of ethics" may result in forfeiture of all premiums and awards, disqualification, expulsion or probation of the exhibitor, organized group and individual or livestock involved. Probation, disqualification, expulsion, or other disciplinary action of the management will be final. Such action will require application for re-admission under such terms as the management may prescribe before the individual or group is allowed to exhibit at future events.
