Farm Bill Grassland Program
In 2017, the United States Department of Agriculture’s Cropland Data Layer (CDL) categorized 17% of Oklahoma’s land area as grassland or pasture. The 2018 Agricultural Improvement Act, commonly called the 2018 Farm Bill, included a cost savings measure that pertains to farms with crop base that has been planted entirely to grass from 2009 to 2017. This land will not be eligible for ARC/PLC payments under the 2018 Farm Bill. Instead, producers can elect to enroll grass or pasture land in a grassland incentives program for the life of the farm bill at a payment rate of $18/acre. Unlike the Conservation Reserve Program, farmers can still use the land for grazing purposes but without the required conservation improvements associated with the Conservation Stewardship Program or the Environmental Quality Incentives Program. Further, farms cannot reconstitute in order to make land eligible for ARC or PLC by combining cropland farms with farms that contain only pasture or grassland. Livestock Programs Overview
A variety of livestock programs are authorized through the farm bill that livestock producers can take advantage of. Also included in the farm bill are protections for dairy producers.
Livestock Forage Program
The Livestock Forage Program (LFP) protects against the negative effects of drought and other adverse weather events on pasture quality and hay yield.

Livestock Indemnity Program
The Livestock Indemnity Program (LIP) protects against the risks associated with adverse events that lead to excessive death loss or injury in adult animals and, with the 2018 farm bill, the death of unweaned stock.
Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish Program (ELAP) protects against to livestock not covered in the LFP or LIP program, as well as some adverse events which are not covered by the other two programs.
